Resumen:

El interés central del autor es mostrar cómo desde su inicio este desarrollo agrícola fue desigual con el agua; cómo los beneficios y los costos se distribuían de manera inequitativa, y cómo la sobreexplotación y el inicio del abatimiento del acuífero impactó la naturaleza. Asimismo, la forma en que los pequeños propietarios siguen siendo los grandes beneficiarios.

Abstract:

The author’s main interest is to show how from the beginning this agricultural development was unequal as regards water; how the benefits and costs were inequitably allotted, and how the overexploitation and the beginning of the depletion of the aquifer affected the environment. Likewise, the way in which small landowners are still the major beneficiaries.
