Resumen:

En este trabajo se analizan los efectos, contradicciones, limitaciones y antecedentes del proceso legislativo en Sonora en 1984 para adecuar la legislación estatal a las reformas a la Constitución federal de 1982 a escala municipal. Todo lo anterior dispuesto por el gobernador del estado y el Congreso estatal, dominado por el Partido Revolucionario Institucional.

Abstract:

This work analyzes the effects, contradictions, limitations and background of the legislative process in Sonora in 1984 to adapt the State legislation to the Federal Constitutional reforms in 1982 at a municipal scale. The above decreed by the governor and Congress of the State, controlled by the Institutional Revolutionary Party.
