La diversidad de los temas tratados por el Congreso, expresados en leyes, es considerable.Su debilidad en algunas etapas sugirió que fue marginal por largos periodos. Esta revisión de su desempeño institucional lo muestra de otro modo: la actividad legislativa y su impacto se vieron acotados en ciertas coyunturas, pero la continuidad de la actividad a través de las legislaturas hace al Congreso un testigo crucial y un protagonista decisivo.

The diversity of the topics discussed in the Congress, expressed as laws, is considerable. Its weakness at some stages suggests that it was marginal over lengthy periods. This review of its institutional performance shows otherwise: the legislative activity and its impact were restricted at some points, however the continuity in the activity through the legislatures makes the Congress a crucial witness and decisive protagonist.
