Resumen:

La hipótesis central es mostrar la emergencia de un gobierno estatal y de algunos grupos empresariales urbanos que proyectan, gestionan y construyen una obra hidráulica con el aval de un débil gobierno federal. Entre sus implicaciones están: la redistribución del agua y del poder en beneficio de las ciudades; la afectación de áreas agrícolas, rurales e indígenas, y el incremento de impactos negativos en el medio ambiente.

Abstract:

The central hypothesis is to show the emergence of a State government and some urban entrepreneurial groups that project, manage and build a hydraulic work, endorsed by a weak federal government. Among the main implications one finds: the redistribution of water and power for the benefit of the cities; affectations to agricultural, rural and indigenous lands; and, the increase of negative impacts on the environment.
